The European Union Emissions Trading System (EU ETS) was established in 2005. The goal of this system was to promote the reduction of greenhouse gas emissions using rational economic mechanisms. The initial objective of the system was to reduce greenhouse gas emissions in the EU by at least 40% by 2030 (compared to levels of 1990). In recent years, there have been changes that revise this target and increase the already ambitious EU plans. According to the latest changes in the EU ETS system, participants are required to take on more responsibilities related to improving energy efficiency.
As part of the establishment or functioning of the internal market and taking into account the need to preserve and improve the environment, EU energy policy aims, in the spirit of solidarity among Member States, to promote energy efficiency and energy savings, as well as the development of new and renewable energy sources (Article 194 TFEU).
